Labor Certification and Job Offer for the Alien may be waived in cases where the following factors are present:

1. Improve the economy of the United States;
   
2. Improve the wages and working conditions of United States workers;
   
3. Improve the education and programs for children and under-qualified workers in the United States;
   
4. Improving Health Care;
   
5. Providing more affordable housing;
   
6. Improving the United States environment and making more productive use of natural resources;
   
7. Where the Aliens services are needed by an interested Governmental authority;
