To qualify under this category a foreign national must be an individual who has international recognition for their outstanding achievements. The basic requirements include:

• Be internationally recognized as outstanding in a specific academic field;
  
• Have a minimum of three years of experience teaching and/or researching in that field;
  
• Enter the United States in a tenure or tenure track teaching or comparable research position at a university or other institution of higher learning;

In order to qualify as an Outstanding Professor or Researcher at least two of the following basic requirements have to be met;

• Receipt of major prize or awards;
  
• Membership in associations which require outstanding achievements;
  
• Published material in professional journals written by others about the aliens work;
  
• Participation as a judge of the work of others in the field;
  
• Original scientific or scholarly books or articles in journals with international circulation in the field;
